This comes as many students in England and Wales are preparing to go back to school since March.
Nick Gibb told the BBC said that the decision would be made as soon as ministers were able despite the issue being considered since June.
Mr Gibb said that the government needed to consider the time required for marking, university admissions and term dates for other nations in the UK before finalising their decision.
Labour's Kate Green said that the exams should be pushed back towards the middle of the summer rather than May or June, in order to help students would have had their learning impacted by COVID-19.
Exam results this year were surrounded by several issues and U-turns, leaving many students and their families wanting a significant rethink about the exams due next summer.
